The Situation

The Atlanta Regional Commission (ARC) is an intergovernmental coordination agency for metro Atlanta.


In 2024, it planned to update its Coordinated Human Services Transportation Plan (CHST), which serves 19 counties in the region.


Human Services Transportation (HST) includes a broad range of service options designed to meet the needs of:


  • Older adults

  • Persons with disabilities

  • Veterans

  • individuals with lower incomes

  • Limited-English-Proficient speakers


By providing mobility/travel programs and social services that can accommodate their conditions.


Its Goal:

The CHST plan would help improve the public transportation services for users across the region.

The Ask

ARC needed to gather significantly more public input than prior years (which had only 150 responses) to help regional planners identify mobility needs, challenges, and any gaps in services

My Work

Survey Development

I designed a survey to collect the relevant insights necessary to guide ARC's update.


The survey focused on learning usage frequency of transportation services, top travel destinations, and cost and length of trips to key destinations.


Marketing Materials

I created marketing materials and content that announced the study's purpose and the call to action. Materials included:


Public Outreach

We disseminated the information through public outreach, targeting key community-based organizations (non-profits, schools, social service organizations, transit agencies, and local government agencies).


Tactics included:


  • In-person outreach with community partners

  • Cold outreach via phone and email

How I Made an Impact

We collected over 900+ responses - a 6x increase in participation from the prior year. (150 survey responses in 2024)


These insights helped improve the Human Services Transportation plan operational improvements that would enhance access and quality of service for these communities.
